It looks more and more like the NCAA has been listening to the cries of defensive coaches everywhere arguing that the no huddle is a safety concern.

A proposed rule change would allow defenses to substitute within the first 10 seconds of the 40-second play clock. An exception to that rule would be in the final two minutes of each half. The rule is being proposed for the 2014 season.

If that indeed passes, offenses will not be allowed to snap the ball until 29 seconds is shown on the play clock, effectively putting an end to a break neck pace that has taken college football by storm the past few seasons. If the offense happens to snap the ball before that point, a 5 yard delay of game penalty will be assessed.
