Handful of NFL teams have submitted proposals for rule changes (rule)

Ahead of the NFL owner meetings, teams have submitted a total of nine proposals for NFL rule changes.

The Detroit Lions led the way with three recommendations.

The one seeming to create the most positive buzz early so far is a proposal from Detroit for a third challenge when at least one of the challenging team's first two challenge flags results in the overturning of a call on-the-field. 

The Lions also suggested allowing the challenge system to include personal fouls called on the field, while the Rams suggested making roughing the passer calls subject to replay or review by a coach's challenge.

One other proposal that seems to make an appearance annually is inspired by the XFL, where a suggestion from the Eagles is to replace onside kick attempts with one 4th and 20 offensive play from their own 20-yard line. If a team converts, they maintain possession.

Other proposals include the use of "0" as a jersey number by the Eagles, something that the NFHS passed last season so fans of high school football probably saw that on the field this past fall.
