Breaking down the NCAA's Transfer Portal Window, potential 5-for-5 proposal (Featured)

Same ole James Franklin? Well, the raw material says yes. Franklin is now a paltry 4-21 against AP Top 10 teams in his decade-plus at Penn State, and he hasn't secured such a big-game pelt in nearly a decade.

But Coach Samz disagrees, citing Penn State's resiliency in its rally to force overtime in the eventual 30-24 loss to Dan Lanning's Ducks.

The more important discussion in today's FootballScoop Podcast centers on the impending changes to the NCAA Transfer Portal Window

On Monday, the NCAA FBS Division I Oversight Committee pushed forward a proposal to have a single, two-week Transfer Portal Window in early-January 2026; specifically, it would run from Jan. 2-16, a five-day increase from the initially proposed new timeframe of Jan. 2-11.

It would stand as the only Transfer Portal Window for college football's top level if it is advanced next week, when a formal vote is scheduled to take place on Oct. 7, 2025.

While still not perfect, this proposed new window would unfold when only four teams are still playing -- the four semifinalists of the 12-team College Football Playoff. Also, the CFP Semifinals are Jan. 8, 2026, which means a week of the Portal Window would still be open for those two additional teams whose seasons end that date. 

Only the two title-game participants then would need to utilize the five-day exception, which allows student-athletes from those programs to enter the Transfer Portal up to five days following the conclusion of their respective team's season.

This proposed change does not impact the coach-change exception, which allows student-athletes from programs whose coaches are fired or depart for other positions to enter into the Transfer Portal for 30 days after that change.
